FEI Lifts Ban on Russia and Belarus: A Turning Point in the International Sport Normalization Wave

It is part of a broader trend of normalizing Russian athletes' participation in international sport, but it carries significant verification, reputational, and geopolitical risks. Since March 2026, the FEI has imposed a comprehensive ban on Russian and Belarusian athletes and officials following the outbreak of the conflict in Ukraine. During the ban period, some Russian and Belarusian athletes competed as neutrals, indicating they maintained competitive sharpness throughout the extended period. The new FEI decision not only restores the right to compete under national flags but also allows Russia to host FEI-sanctioned events, opening a new chapter in the relationship between the federation and the Russian equestrian community. The crux of this decision lies in the written commitment by the Russian Equestrian Federation that it will not operate in occupied territories. This is seen as a novel compliance mechanism, described as a 'documentary purity test.' However, its enforceability is questionable, as it relies on self-reporting and document review rather than independent verification. Meanwhile, the FEI maintains the Ukraine Solidarity Relief Fund, demonstrating a dual-track financial strategy: maintaining humanitarian and developmental support for Ukraine while reopening commercial and competitive channels with Russia. Compared to other international federations, the FEI's decision is considered quite decisive. FIBA (basketball) has only partially lifted its ban, while FIS (skiing) maintains strict conditions on neutrality declarations and anti-doping compliance. This divergence creates a fragmented international sport governance landscape, where what is permissible in equestrian sport (national flags, hosting events) remains prohibited in skiing (individual-only participation, no national identifiers). This could be legally challenged by Russian athletes seeking equal treatment across sports. There's a counterintuitive angle here: the FEI's decision, although made under the IOC's auspices, could set a dangerous precedent. Relying on written assurances from a federation whose parent body (ROC) was sanctioned for precisely the same territorial issue is a high-stakes gamble.
